Annette Wagisbach Watson received her Bachelor of Science degree from Sam Houston State University in 1960 and her Master of Arts degree from the University of Houston at Clear Lake in 1978. She began her teaching career in 1960 in HISD at Hartman Junior High School where she taught for one year before going to teach at Milby High School from 1961 to 1965. After giving birth to her son, Michael Wagisbach, she returned to teaching at Austin Senior High School in 1968 for one year before going to Sterling High School to teach art, journalism, and sponsoring the yearbook. In February 1971, Ruth Denney asked her to be on the planning committee for a new High School for the Performing and Visual Arts. She designed the curriculum and audition process for the new school and opened the art department in the fall of 1971.

In 1978, Annette left HSPVA to become the Director of Visual Art Education for HISD until 1986, when she was appointed Director of Fine Arts for HISD. In 1989, she was asked to return to HSPVA to serve as Principal until she retired in 1995. After retiring, she served as Student Teacher Supervisor for Texas A & M University, chaired the Education Advisory Committee for the Contemporary Arts Museum of Houston, and conducted national seminars on arts education for school districts and universities.
